It is never permitted to target civilians or civilian objects for attack. To do so is to deny the humanity of your victims. In committing serious crimes such as war crimes, genocide, crimes against humanity and other crimes under international law, questions of motivation and the status of the perpetrator are of little relevance – anyone responsible for such crimes should be brought to justice. By its actions, al-Qa'ida has demonstrated little respect for such principles or that it will adhere to them in future.
