, Would you allow a UK citizen to be extradited to a country with which we do not have an extradition agreement? And if not, why should Russia allow the extradition of Lugovoi?

at the moment,in terms of tit for tat refusal of extradition requests, we are one up. The UK has refused 2 requests from Russia (one for a suspected terrorist) while Russi has only refused the one, as far as I know.
