, Please tell me, as a Londoner, how you justify suddenly changing the goalposts, where the Congestion Charge is concerned? When you initiated the Congestion Charge it was, supposedly, to help combat congestion in London. Now you are going to make different vehicles pay different prices, some paying nothing at all, according to their CO2 emissions. If you are going ahead with this plan, please explain your reasons and why you did not tell the truth to Londoners in the first place?
